The owner or tenant of lands, or the agent of such premises, within the borough is
required to remove or cause to be removed from such lands any brush, weeds, dead and
dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris which
is or may become dangerous to life or health or might tend to extend a conflagration
in the borough.
